Abstract

Despite the exceptional situation in which the Palestinian economy lives, like other sectors, as a result of the occupation and its policies, it possesses many elements of strength that, through its activation, can move to a stage of growth that achieves a steady increase in public income, as a result of targeted policies that employ these elements to overcome the elements of weakness. It has become known, based on lessons and lessons from some successful experiences, that if public policies are not participatory and according to a scientific methodology that takes into account the interrelationship between the various sectors, it will not lead to results and outputs that achieve the desired goals.

   The Palestinian economy possesses human capital and the labor force, in addition to a great Palestinian desire to establish and develop many companies that can contribute to economic growth and achieve successes through which high rates of unemployment among graduates can be overcome. It is achieved through the employment of knowledge and information technology by moving it from a traditional economy to a knowledge economy, which requires a real partnership between the sectors of the national economy and education in Palestine, given that it is the Palestinian universities that undertake the rehabilitation of human capital that can contribute to the desired transition process.
